
Bahriddin Talapov Alijonovich
In the first years when the Namangan State Pedagogical Institute was given the status of a university, special attention was paid to opening specialties in the university that meet the requirements of the time. In the spring of 1995, the rector of the university, professor A. A'zamov, associate professor A. Sharipov and dean of the history faculty B. Talapov, submitted to the university council the idea that it would be appropriate to open a jurist-pedagogue course within the history faculty, the proposal was approved. During the summer admission period of 1995, 20 students were admitted to the law-pedagogical course. In the first years, associate professors A. Sharipov, B. Talapov, teachers: O. Chuboeva, N. Bobokhanov, J. Kakhharov gave lessons in law to the students of this course. Later, in order to further strengthen this direction, the Department of Jurisprudence was established in June 1998. In the early years, this department was headed by Candidate of History Bahriddin Talapov, Associate Professors Faizikhon Akimbaeva and Shavkatjon Jo'rabaev. As the number of students increased year by year, the capacity of professors and teachers also increased. In the same years, Candidate of Legal Sciences Odiljon Azimov headed the "Criminal Law and Procedure" department, Candidate of Legal Sciences Vahidjon Zohidov headed the "State and Legal Theory" department.
Under the leadership of the university management, doctor of political sciences, rector Tursunboy Faizullaev, the organization of the department and faculty on the basis of this direction, strengthening the potential of its scientific and pedagogical personnel, attracting highly qualified personnel from leading higher educational institutions, specialized departments, courtrooms and special attention was paid to the issues of opening criminalistics rooms, enriching the faculty library with textbooks and educational literature. B. Talapov, who was the dean of the faculty of law in 1998-2002, and the faculty team were responsible for organizing these processes. In the early years of the faculty, in accordance with the state educational standard and model curriculum of the V-380100 course approved by the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan on June 2, 1999, the bachelor's course "Jurist-pedagogue" according to personnel prepared.
In August 2001, at the next session of the Oliy Majlis of the Republic of Uzbekistan, the First President of the Republic of Uzbekistan, Islam Karimov, paid special attention to the issue of training legal personnel in our country, and the activities of all higher educational institutions training personnel in this direction were thoroughly studied.
According to the order of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan "On improving the training of legal personnel in higher education institutions under the control of the Ministry" dated February 12, 2002 No. 42, Namangan State University in the Fergana Valley became the only centralized legal training center. In 2002-2005, the Faculty of Law was headed by Yoldoshali Rahimov, Doctor of Legal Sciences. Candidates of legal sciences from Fergana State University, associate professors Arol Ernazarov, Akhmadjon Ziyanov, Jumahoja Qazikhojaev, Marafat Akaeva, senior teachers Jumaboy Umarov, Khudoyberdi Holikov, Komiljon Bokubaev, young teachers: Furqat Sobirov, Oybek Rasulov, Inomjon Koziboev, Akhrorjon Jumabaev, Muhammadjon Israilov, Khamdamjon Khakimov received the invitation and worked.
