Head of the department of Civil Society and Legal Education

Since 2018, he has worked as a teacher, senior teacher and associate professor at the National Idea, Spiritual Foundations and Legal Education Department of NamSU. Gapparov Elyorjon Otabekovich also carried out effective work in the field of scientific research. On 09.00.04, 2022, he defended his doctorate (PhD) dissertation on the topic "The role and importance of social innovations in the democratization of society" in the "Social Philosophy" specialty. Scientific research activities are aimed at researching problems related to the implementation of the processes of democratization of society on the basis of social innovations. According to the research results, more than 50 scientific works were published. Participated in scientific and practical conferences of the republic. It is a monograph devoted to the problems of social philosophy, 1 manual on education and 1 manual on problems related to systematic analysis of ideological processes, He is the author of a treatise on the teaching of subjects included in the series of national ideas and several methodological manuals. He has been leading the department since 2023.

Department of Civil Society and Legal Education

The "Civil Society and Legal Education" department has been named differently in the years of independence based on changes and optimizations in the education system. On January 18, 2001, the Decree of the President of the Republic of Uzbekistan "On the creation of educational programs on the subject of the idea of national independence: basic concepts and principles" and its introduction into the republican education system was adopted. In 2001, 20 students were admitted to study "National idea, foundations of spirituality and legal education" at Namangan State University, one of the 17 higher education institutions of our country, in order to ensure the implementation of this order. In the first years, the students of this course, which is part of the Faculty of History, were taught by professors and teachers of the "World History" department of social and humanitarian sciences and specialized departments of law.

In 2005, the "National idea, foundations of spirituality and legal education" and "Social and cultural activities" directions were combined to form the "Social and Humanities" department. In 2001-2005, Soliev Rustam Sultanmurodovich, candidate of history sciences, headed this direction. In 2005, the Department of "Social and Humanities" was established in order to further improve the quality of training for students. Since 2006, this department has been called the "Foundations of National Idea and Morality" department, and since 2008, it has been called the "Fundamentals of National Idea, Morality and Law" department. In 2005-2012, this department was headed by Candidate of Philosophy Mamatov Obidkhan Vaqkosovich. Associate professors Akmal Khusainov, Sadiqjon Norgo'ziev, candidates of science: Yegamberdi Bozorov, Takhirjon Kazokov, young teachers: Barotjon Ibrahimov, Bobomurod Tillaev, Khurshid Mirzaakhmedov, Akmal Abdullaev worked in the department.

In 2012-2017, the department was headed by candidate of historical sciences, associate professor Talapov Bahriddin Alijanovich. Since September 2015, the Department of Jurisprudence has been merged with the Department of National Idea, Moral Foundations and Legal Education. From September 2019, the department will be called "National Idea and Law Education", and from September 2023, it will be called "Civil Society and Law Education". Since May 2023, the department has been headed by Doctor of Philosophy (PhD) Gapparov Yelyorjon Otabekovich.

Today, 8 professors work in the department. 2 of them are doctors of science (Dsc), 1 are doctors of science (PhD), 1 are professors and associate professors. The scientific potential of the department is 35%. All professors and teachers of the department are conducting scientific work based on the plan of future scientific and scientific-methodical research.

Scientific research works

The priority direction of research activities of the Department of Civil Society and Legal Education is focused on "Issues of national democratic development and spiritual development in Uzbekistan". Considerable work is being done to increase the scientific potential of the professors working in the department. In particular, in 2022 Gapparov Elyorjon Otabekovich 09.00.04.-Doctoral (PhD) thesis on the topic "The role and importance of social innovations in the democratization of society" in the specialty of social philosophy, In 2023, Ismailov Temurbek Islamovich 13.00.07 - Doctoral thesis (DSc) on the topic "Prospects of introducing the principles of academic independence to the processes of organization and management of activities of higher education institutions (as an example of the experience of developed countries)" in the field of management in education, Talapov Bakhriddin Alijanovich 09.00.02-Philosophy of consciousness, culture and forms of practice (philosophy of law) defended his doctoral thesis (DSc) on the topic "Philosophical and legal issues of national democratic development in Uzbekistan". Ismailov Temurbek Islamovich was awarded the title of associate professor, Talapov Bakhriddin Alijanovich was awarded the title of professor. Also, one of the teachers of the department, the son of Habibullayev Marufjon Odiljon passed a scientific seminar to receive the title of Doctor of Philosophy in Philosophy, Sultanov Akmaljon Khasanovich and Tillayev Bobomurod Abduvokhobovich's scientific research topic was published in the OAK magazine. Teacher Satvoldiyev Fakhriddin Akbarali submitted his son's documents to the scientific council to receive the title of Doctor of Philosophy PhD in Pedagogical Sciences. A study guide entitled "Problems of the science of education and traditional and modern approaches to it" by the senior teacher of the department B. Tillayev in 2022, a study guide entitled "Issues of philosophy, ideology and spirituality in the theory and practice of education" by the associate professor of the department T. Ismailov in 2022, "History and Theory of National Education" in 2022 by Gapparov Elyorjon Otabekovich, associate professor of the department, "Pedagogical Foundations of National Idea, Spirituality" In 2023, a study guide entitled "Systematic Analysis of Ideological Processes", In 2023, the textbook "Issues of democracy and national democratic development in Uzbekistan" was published by the professor of the department, Talapov Bakhriddin Alijanovich, based on the order of the Ministry of Higher Education, Science and Innovation.

The team of the department has established cooperation relations with the leading higher educational institutions and scientific research institutes of the Republic. In particular, cooperation relations are developing with the National University of Uzbekistan, Tashkent State Pedagogical University named after Nizami, Andijan and Fergana State Universities, Kokand State Pedagogical Institute.

At the same time, the team of the department has established corporate cooperation relations with the 1st Academic Lyceum under Namangan State University, Namangan Law College, 11th school in Yangikurgan district of Namangan region, 20th school in Namangan city.

Foreign relations

The professors and teachers of the department have been paying special attention to cooperation with foreign higher education institutions, scientific research institutes, training, and working with international grants. For example, the head of the department, B. Talapov, graduated in 2003 at Mara University, Malaysia, in the direction of "Modern information and communication technologies and their effective use". He is a member of TEMPUS program TUCAHEA - international grant "Structural adaptation and improvement of education quality in order to create the breadth of Central Asian higher education". He participated in the extended meetings of this grant held in Samarkand (2014), Namangan (2015) and Bishkek (2015) with his lectures and suggestions.

It is also the main scientific-methodical center under the Ministry of Higher and Secondary Special Education within the framework of the Erasmus + project of the European Union Commission.

At the same time, scientific articles of the professors and teachers of the department were published in the scientific and theoretical journals published in Moscow, St. Petersburg, Novosibirsk, Kazan, Chelyabinsk, Ukraine, Kiev and Stuttgart, Germany. The main part of them is aimed at elucidating the content and essence of the reforms in the socio-economic, political and spiritual spheres implemented in our country, and summarizing them theoretically.

Working with talented students

The department has planned work with talented students. 23 students are working as talented students in the department. All gifted students are attached to their leading teachers and are doing individual work with them. Systematic work on writing scientific articles and preparation for scientific conferences is organized for their scientific and research activities. Scientific articles and theses of talented students are published in materials and scientific collections of conferences organized in international, republican and higher education institutions. Many articles of talented students are regularly published in the periodical scientific collection "Salohiyat-Mezon", which is being published by the team of the department. Currently, the "Yosh targabotchi" student club is operating under the department. Its training is held twice a month, in which professors and teachers of the department give lectures to students on the methods of conducting research and national idea promotion work based on the circle plan and roundtable discussions are being held. In 2023, Kasimov Khamidullo, majoring in National Idea, Spirituality, and Legal Education, became the recipient of a term scholarship named after Navoi. Since 2023, the department has been headed by Doctor of Philosophy (PhD) Gapparov Yelyorjon Otabekovich.
