In the Republic of Uzbekistan, several decisions have been made to reduce poverty and provide material and spiritual assistance to underprivileged families. The Namangan State University also contributes to assisting the children of underprivileged families through decisions and orders issued within the government for the benefit of its students. Below are the decrees and orders issued to assist students with parents from underprivileged families:
1. Except for information that according to the Presidential Decree of the Republic of Uzbekistan dated July 13, 2021, No. PF-6260 "On additional measures to comprehensively support youth and further enhance their social activity," the full amount of the tuition fee for the first academic year for the children of the families registered in the 'Temir daftar' from the state budget in the amount of 500,000 sums for each child up to the age of 18 has been allocated for one-time financial assistance

2. Provides financial support to socially vulnerable students in need of social protection and assistance.

3. Students living on a lease basis shall pay the lease fee under a state grant or tuition contract for public higher education institutions.
Basis: Measures to establish a system for collecting lease payments made by students living under a lease, according to the Resolution No. 605 of the Cabinet of Ministers of the Republic of Uzbekistan dated 24.09.2021.

4. A total of 150 girls, including 40 freshmen and 110 students studying in the second year and above, starting from the 2022/2023 academic year, pay the basic tuition fee under the local budget's additional sources until the end of the fourth academic year.

5. Women registered in the 'Women's Register' in higher education institutions in the Republic of Uzbekistan or their two or more children studying in higher education shall pay the tuition fee for one of their children once under a tuition contract.

6. Financially support socially vulnerable student-youth to support their categories.
Basis: The Decree of the President of the Republic of Uzbekistan No. PF-58 dated 28.01.2022 "On further improving the system of providing financial support to socially vulnerable groups of the population.

7. The tuition fee for female students admitted and studying in the master's degree program of public higher education institutions is collected from the funds of the state budget of the Republic of Uzbekistan.
Basis: Approved by the Resolution No. 447 of the Cabinet of Ministers of the Republic of Uzbekistan dated August 15, 2022, regarding the procedure for collecting the tuition fee for female students admitted and studying in the master's degree program of public higher education institutions under the tuition contract.

8. Provide an additional 50 percent of the designated scholarships for students studying under the state grant and tuition contract, who are talented, actively involved in community work, and in need of social support;
Encourage one-time financial support up to 10 times the amount of the basic scholarship for winners of international, national, and higher education-level academic and sports competitions;
Provide one-time financial assistance up to 10 times the amount of the basic scholarship to students in special cases (such as illness or the death of family members) in accordance with the special measures established by the Higher Education Council.
Basis: According to the Resolution No. 59 of the Cabinet of Ministers of the Republic of Uzbekistan, the "Student Incentive Program" has been established since February 1, 2020, to encourage and provide additional incentives for talented, active, and socially vulnerable students in higher education institutions.

10. In the process of encouraging students based on the "Social Activity Index," allocate additional points up to 50 percent from the Student Incentive Program to all students studying under state grants and tuition contracts who possess special abilities and talents, are actively involved in community work, and in need of social support.

11. Provide one-time financial assistance up to four times the standard amount from the State Youth Support Fund to financially vulnerable youth registered in the "Youth Register";
Allocate up to 75 percent of the expenses incurred by non-governmental educational institutions for teaching young people in entrepreneurship and crafts;
Allocate up to 25 times the rental expenses for a term of 12 months for the youth registered in the "Youth Register" who engage in entrepreneurial activities and self-employment;
Allocate subsidies up to 40 times the amount to purchase tools and equipment necessary for starting and self-employment activities for the youth registered in the "Youth Register";
Pay up to 50 percent of the tuition contract amount for the children of families registered in the "Youth Register" studying at higher educational institutions in our country, but not more than 50 times the BHM amount;
Allocate funds up to 50 times the BHM amount for the expenses related to the treatment of seriously ill children of families registered in the "Youth Register" in our country or abroad.
